Play a notification sound when the player receives a new message.

We could have it so that it's enabled on a per-character/per-group basis. Given that the "add all in range" button is rapidly approaching, being able to specifically choose what plays a sound seems like a good idea.

Other plugins already have the feature to play a sound when the user is mentioned, so no need to add.
