Unable to add or invite an applicant to the team

If a user has applied to a team I am unable to then add them to the team (in the case of the 'add someone' manager access) or invite them to the team (in the case of the 'invite someone' manager access). In both cases the user remains an applicant and never becomes a team member or an invitee. It seems to only be happening if the user applied to the team. Add/invite works fine in other cases. Is there a suggested workaround?
