Remove no longer used BPF instance creation scripts (#1346)

Summary: We use qemu to run BPF tests and these scripts are no longer used. So remove the scripts to avoid confusion. If we need a once off instance, we can always check the gitlog to run the create instance script. Relevant Issues: N/A Type of change: /kind cleanup Test Plan: N/A this is unused code.
