The rationale behind this change is this:

Suppose you are a uni 10 player, and you acquire a decoration building such as a Grove of Trees level 25. It existed prior to colonization (either randomly spawned or leftover from an abandoned world, doesn't matter how it got there). You still cannot level it up because it's higher than your university level, but these buildings do have their own resource production, which is small at low levels but can increase to the tens of thousands/hr (under the current system) at the top end. It's not so great that it would be worth the space for a person who can actually get the full use of it when it's capped at uni+1. In that case the space would be better utilized with something else. However, if the uni cap were not there, it could be a nice little boost for a person who just colonized the planet and has a low uni level. It could give a small, yes niche, use to the decoration buildings, which do not and never really have received much in the way of love.
