I would like to be able to nocite all entries available in the in-scope bibliography datasource(s) which match certain criteria. The effect of this would be to include all matching entries to the bibliography without limiting the bibliography to these entries.

I propose that the filter criteria be provided as an optional argument to \nocite{*}, matching the syntax and logic of the similar options for \printbibliography and \defbibfilter.

My intended use case is to create an annotated bibliography which automatically includes every entry with a certain keyword, as well as any entry cited in the annotation to an entry in the bibliography, and any crossref/xref parent entry that meets the mincrossrefs/minxrefs threshold.

Adding support: I would also find this useful. My usecase is to cite all works by a certain author (me) in generating a document (my CV).

For this use case, you may be interested in the biblatex-publist package.
