Germany has reformed its labor-market policies and institutions in 2003–2005 to improve the position of its Beveridge curve and reduce its unemployment rate (Hartz reform). Here are a few papers on the topic:
One issue with all these papers is that they assume that there are jobs for all workers if matching can be improved. It would be interesting to see what happens if the number of jobs is rationed.
