Some footprints are generated by the IPC scripts but do not appear in the footprint repo

• Package_SO.pretty/MSOP-8-1EP_3x3mm_P0.65mm_EP1.68x1.88mm_ThermalVias.kicad_mod

For one of them (SIL0010A) I am to blame (from my work account):

• It is from this PR: Exposed PADs for LGA, add TexasInstuments MicroSiP Packages #184
• Texas_SIL0010A_MicroSiP-10-1EP_3.8x3mm_P0.6mm_EP0.7x2.9mm_ThermalVias is in the footprints repository.
• It was added in Add SIL0010A MicroSiP Package KiCad/kicad-footprints#953
• The reasoning as far as I recall is that TexasInstruments does not recommend to use a footprint without thermal vias. But the generator always builds both variants (not sure about this, perhaps we can just change the .yaml)?
