[Bug] Cannot create selection rectangle on the desktop if the desktop folder is empty

Issue/Bug description:
When the desktop folder is not empty, the user can make selections rectangles on the desktop by pressing the left mouse key and, without releasing the key, moving the mouse. But when the folder is empty, the user cannot do that anymore, as if desktop icons have been disabled.

Steps to reproduce:

1. Create a file/folder in the desktop folder.
2. Try to create a selection on the desktop.
3. Notice it works and a square will be drawn on the screen.
4. Empty the desktop folder.
5. Try to create another selection on the desktop.
6. Notice it doesn't work.

Expected behavior:
Creating a selection rectangle on the desktop should work even when the desktop folder is empty, like it does on most systems.
