This issue may need to be moved, however I'm not sure which component it belongs to.

Recovery option in distinstl

Issue/Bug Description:
On the newest iso's the refresh option fails when the version of Pop!_OS was installed using an earlier iso.

Steps to reproduce (if you know):

  1. Install Pop!_OS 20.10 or 20.04 from previous iso.
  2. Once installed run updates, and normal day to day functions.
  3. Boot to newest ISO and choose the refresh install option
  4. Watch it crash.

Expected behavior:
Refresh works

Other Notes:
The logs below show the error.
