The recovery update failed for the recovery partition

Issue:

When trying to upgrade the recovery partition using GUI or CLI, the process fails with the following error:

pop-upgrade recovery upgrade from-release
checking if pop-upgrade requires an update
Recovery event: fetching recovery files
Recovery upgrade status: recovery upgrade aborted: fetching from https://pop-iso.sfo2.cdn.digitaloceanspaces.com/22.04/amd64/intel/5/pop-os_22.04_amd64_intel_5.iso failed: http client error
