Add snapshot CI, similar to what is done in:

What is the current behavior?

no snapshot CI

What is the new behavior (if this is a feature change)?
we have snapshot CI using powsybl-core and powsybl-open-loadflow snapshot versions

Does this PR introduce a breaking change or deprecate an API?
