In short:

Yes!

You should absolutely feel free to include a file praising yourself - don't even sweat it! I mean, you don't have to have a self-praise file, if you're perfectly content letting other people write for you, but if you want to write a file praising the things you like about yourself, that is healthy, and it is totally encouraged. If someone has a praisefiles repo and it has a long self-laudatory file they wrote about themselves, that doesn't mean they lack humility or anything of the sort - it means they're in touch with what they value in themselves as a person, and how they want others to see them.

There are ways that having a self-praisefile can make things weird (which I won't list here, because I don't want to lose sight of the main point), but just having one shouldn't have any stigma attached.
