create homebrew and scoop repos

	* scoop manifests: could not get default branch: GET https://api.github.com/repos/protobom/scoop-bucket: 404 Not Found []

Tried cutting a release, but we can't since we never transferred the homebrew-tap / scoop-bucket repos from bom-squad.

Can we create those under protobom so we can release a new version?
The flow uses GITHUB_TOKEN. I hope GoReleaser won't fail (with secrets.GITHUB_TOKEN). If it will fail, we will need to generate a GH_TOKEN and change the action accordingly

seems like we need to add GH_TOKEN with write permissions or something is off with write permissions (I guess you need a different token and not GITHUB_TOKEN from secret. unfortunately, release fails.
