Remove non-R focused user and meetup groups from the "R User Groups" section

It appears many of the groups listed in the top 20 don't really focus on R. For example, the very top group, "Cognitive Toronto" doesn't seem to have discussed R in years. Meanwhile, the Greater Toronto Area R User Group is in the same city, is sizable for an R group, and they aren't anywhere to be found on the "top 20".

If I use the more granular search table for "Chicago", where I have some knowledge of the R community, I find that PyData is listed at the top. That is not quite right given this specific group does not do anything with R and does not have any interest in R.

It seems there are a lot of random data science groups, those with a Python or Julia focus, and others, which cloud the intention of the project. Following the link listed to The R Consortium (which appears to have funded this project?), they seem to define an R user group as one that primarily focuses on R.

A fix might be that a group must contain the letter "R" in it's name to be included, which can be achieved with a call to grep and some simple regex. Groups that don't have an "R" prominently displayed in their name but still maintain a heavy focus on it, such as the "New York Open Statistical Programming Meetup" group, can be added manually to the list.

Thanks! Looking into this. Maintaining two lists (one automated and another, manual) like you suggest is time-consuming - at the moment this work is not RConsortium funded.

However, all the groups listed meet two basic criteria:

1. They have R within their meetup names
2. They have R as one of their group topics (areas of focus)

I'll try to arrive at a more time friendly and sustainable approach.
