Seemingly Opens Wherever It Wants, Within a Small Radius?

Actual Behaviour

Volume Control opens up in 1 of seemingly a dozen or so, shall we say, "randomly sequential" locations within a small area of the monitor; there appear to be over a dozen different locations the program could possibly open up on.

Expected Behaviour

I was hoping it would open in the exact same spot each time.
Perhaps I never noticed before, but this was never really an issue but now I've got a lot running with automation and this little hiccup sure throws things off-course.

Reproduction Steps

1. Open the program without having opened it before on my current Windows session.
2. It opens in one of the listed positions within the photo attached.
3. Close the program.
4. Re-open the program.
5. It is now in one of the different positions listed in photo attached.
6. Close the program
7. Re-open the program (do this roughly a dozen times).
8. Eventually the positions are all cycled through.
