Motivation
AWS SDK v2 is in maintenance mode (https://docs.aws.amazon.com/AWSJavaScriptSDK/latest/#Version_2_x_Support) and upgrading to v3 is recommended.
Changes
@vercel/ncchad to be updated, as I was getting errors when attempting to pre-publish the packages with the new AWS SDK.Code changes were made using Amazon's automated tool (https://docs.aws.amazon.com/sdk-for-javascript/v3/developer-guide/migrating-to-v3.html)
