SIFDecode, a decoder for optimization problems written in Standard Input Format (SIF)

SIFDecode translates a given optimization problems written in Standard Input Format into component Fortran evaluation subprograms and data that glues the components together. The output from the package may subsequently be used by CUTEst and GALAHAD.
