Deleting labels returning

@rowanseymour Deleted labels when deleted from casepro interface have returned on Malawi.upartners.org (HIV) and global.upartners.org (AISEC + AIESEC)after waiting 24 hrs in case it was a RapidPro sync delay. Offending example labels attached.

@JPow I'm not seeing the labels currently in casepro or rapidpro. So you deleted them in CasePro and they came back? Was it a few minutes after or much longer?

@rowanseymour am still seeing them in both casepro spaces today so 48hrs for malawi, 24 hours for global. Thought it might be cache issue so did a hard refresh and also checked in a new browser.

@JPow I've deleted the offending label in the Malawi workspace and am keeping an eye on it to see if it reappears. Not sure what to do with the offending labels in the Global workspace as they have a lot of messages assigned to them in RapidPro.
