If you're sure this is Active Mode and not Service Mode, the only thing I can think of is that it's caught in a loop somehow. Can you email your log files in %localappdata%\MSEdgeRedirect\ to rcmaehl@gmail.com?
Same issue here: constant 12% to 18% usage on an 8-core CPU and Windows 11 23H2.
I don't know what Install Mode is; I installed the application using Winget.
