Installer v0.10.0 - changes

• Workflows - Broken down into on_push and on_release which then invoke
  a shared callable workflow
• Workflows breakup reasoning: One workflow for local github excecutor
  for the feature/* branches, and another for regular runs when we
  create a manual release
• Removal of compress_list.sh and checksum_creator.py
• Addition of rs_liveries_compress_and_checksum.py
  This is a replacement of the two aforementioned files
• rs_liveries_downloader no longer templates out compress_list.sh.j2
• rs_liveries_downloader now leaves a pickle file
  for rs_liveries_compress_and_checksum
