This PR updates various NPM packages including Typescript and ESLint. There is a bit of a dependency nightmare going on with ESLint and the various plugins just now, because of the release of ESLint v9. We are going with using
--legacy-peer-depseverywhere for now.Note that we haven't upgraded the NodeJS version, nor the various
unistpackages. These caused a lot of recoding last time, so we'll save that for a later update.
