Purpose
This changes the funds manager to be compatible with the new key rotation changes in the relayer. Specifically, this changes the shape of requests to the relayer that now do not necessarily send the whole keychain. As well, the auth between the client and the relayer now uses the wallet's symmetric key.
Testing
