Doesn't work on oppo r6007 android 4.3

What steps will reproduce the problem?
1. enable firewall
2. Select white list mode
3. Select Uc browser
4. uc browser cannot access network

What is the expected output? What do you see instead?
Excepted result:
uc browser can access network,others cannot
But, all app cannot  access network besides uc browser

What version of the product are you using? On what operating system?
Android 4.3

Please provide any additional information below.
I have test on other devices,never work
