Compiler definition for OS-9 C compiler #1

The most useful part of this would be the standard calling convention for OS-9 C code.

Details can be found in the OS-9 C Language User Manual.

Not sure whether an extension can / should provide additional .cspec files yet or if the user should copy them over manually or something.
