test suite should be more verbose about scenarios skipped

I have noticed that we did not enable test scenario for bug 1724564 after fixing it in RHEL-8 and therefore the test scenario was skipped. Currently the skipped test scenarios are not clearly identified in the test log. We should fix the test suite so it clearly identifies skipped test scenarios, ideally along with respective @bz references.
