repo_locks are disabled... still locks are being created

In one of our repositories, we have the atlantis.yaml file where we disabled repo_locks by setting the following config:

repo_locks: {mode: disabled}

However, even after disabling repo_locks, when we create a new PR with changes, a lock is still created upon plan. How do we stop these locks from getting created?

P.S. We want to be able to create as many PRs as we want on this repo, and all of those PRs should plan correctly on their own. The PRs should not fail to plan (or, fail to apply) due to "locks" from previous PRs.
