How to set a default value in a loop

How to use select in a loop? I mean how do I set the default value and also process these values when changed. The problem is that this approach doesn't work for some reason prop :value doesn't set the value

Firstly, in this way it is impossible to set the default value for the select.
Secondly, the updateCountry() handler does not work.
I think this is a bug, or I don't understand something.
