Release v0.3

This is the v0.3 release of the smbmetrics project. smbmetrics supports gathering metrics from Samba native tools and exporting them as Prometheus metrics.

The developers of the samba-container project are happy to establish our latest release. While smbmetrics is still a fairly young project we think it's stable enough to see wider adoption.
