[FEATURE] Developer Login For Testing

Is your feature request related to a problem? Please describe.
We don't always want to login to Azure AD to test changes. It would be helpful to have test accounts that we can authenticate into.

Describe the solution you'd like

• Seed database with test user accounts
• Create a separate login for developers in the signin page

Describe alternatives you've considered
We tried adding each user to a temporary AD instance but that becomes complicated fast. This will also no longer become viable after we eventually migrate to the MFA's on-prem AD instance.
