Is your feature request related to a problem? Please describe.
We don't want to use postmark to send emails when testing new features or bugs.

Describe the solution you'd like
Disable email notifications when our environment is development.

Describe alternatives you've considered
N/A

Additional context
We don't currently have env vars that indicate whether we are in development and production, so that might have to be implemented with this. Potentially linked to #136.
