ProPainter in Hugging face transformers

Hi folks @sczhou , @Luo-Yihang , @eltociear

First, I want to commend the brilliance of this paper. I thoroughly enjoyed diving into both the paper and the intricacies of the code. Inspired by the impressive results, I decided to contribute by porting the ProPainter Model to the Hugging Face Transformers library.

Here is the opened PR for the port. In the PR description, I have also mentioned how to use the ported model and also displayed the precise results of the port:
