update the database queries for release data with MJD cutoffs

All queries for data from specific releases, need to also include the MJD cutouts for APO and LCO to properly select the correct targets. The astra_050 schema and boss_drp schema mix reductions all in the same table. The same pipeline tag is used across data releases.

for IPL-3, the APO MJD cutoff is 60130. LCO is null. For DR19, the APO/LCO MJD cutoff is the same as IPL-3.
