With Kerbalism: Crew tab always empty, crew shown as "in training" #20

Starting a new career; the astronauts are all shown as being in training in the Astronaut Complex and not listed in the "Bureaucracy: Crew Manager" tab.

After that "initial training" was over, the astronauts appeared in the crew tab as intended.

After that "training" the astronauts did not improve. They were just flagged as.
