Users unable to send ATOM of Osmosis

Overview

Every time you try to send ATOM on Osmosis you get and error in the log "message
:
"failed to broadcast transaction: codespace: sdk, code: 19, description: tx already in mempool"

Thought I'm able to other tokens on osmosis network without any issues at all.

Side Note: When I had a successful send my amount my ATOM on Osmsosis didn't update on app.shapeshift.com

Recreations Steps:

1. Have a native account with osmosis and ATOM on Osmosis
2. . Attempt to send ATOM on Osmosis to an address. (If it works at first, then try another send after)
3. Notice you get a error message everytime you try to sign the message
