[bug] cli local status does not reflect ProxyAddress connection health #25

Describe the bug
when using ProxyAddress connection type for signadot local connect, the connection health is always healthy, regardless of whether the machine running signadot local connect can use the ProxyAddress.

To Reproduce
give an incorrect address in the proxyAddress field and check signadot local status after connecting.

Expected behavior
The status should reflect that the proxyAddress isn't working

Observed behavior
The status states that the connection is healthy.
