We need to make sure that the wallet has enough funds to make a transaction, especially through the gas price spikes
Need to make changes on skale.py side and transaction manager
Integrating self recharging wallets and transaction manager fundamental changes in https://skalelabs.atlassian.net/browse/SKALE-3350
