Design tweaks to /resources page

Here are design tweaks that still need to be made to the City Resources page:

• Scale confetti to match design (Update confetti asset for /resources page #869)
• “I ______ in Chicago” headlines should be 36px tall (not 48px)
• More padding needed between sections. Confetti is too close to “I play” headline, “I learn” headline is too close to the top of the grey background, etc
• Grey background on “I learn” section is too dark. It should be #FAFAFA

I know we still have to update the confetti asset with #869, but the font of the first content block is much smaller than what used to be in the design. Can we update this to the previous size?
