Mobile: Add missing grey lines to separate sections on center detail page

This is a continuation of work started in issue #842. There are missing grey lines that separate the following sections:

• "Duration and Hours" and "Program Information" sections
• "Accreditation" and "Quality Rating" sections

@smarziano I can probably take care of this today, but this will require a bit deeper reconfiguration because it's such a dynamic page. A quick solution would be to make them all full-width blocks, rather than half-width blocks.
