This official release includes:
- A number of fixes done throughout 2018
- The first working version of the ODK sync worker
- The new assignments dashboard, which includes a territorial map
- New logics of distributing points among more than one user to ensure everyone who visits a city_block gets credit when houses in that city_block become green
- Refactored the reports page to work with inspections

- Algorithms to automatically detect when two inspections relate to the same breeding site
