Add config file to set speed values

Allow speed increases to include night elf racial bonus
Allow lowering speed correctly, previously night elves kept their 75 speed

Release without config

hard-coded value in AuraScript *cpp

Night Elves Blizzard Default value is 75, normal Blizzard Default is 50
highest value will be chosen.

Modifying speed above 75 will cause racial night elf bonus to no longer work. Similarly, when reducing speed below 50, speed for night elves will remain 75
