[Test Gap][<PFC>]<Snappi><PFC pause on one TC (3) shouldn't cause congestion on other TCs (4,0)

Test Gap Description

We need a snappi based test to cover this scenario. We should have traffic between port a and port b on all TCs. Then port b should receive pfc on tc3, we need to check if other priorities are impacted by this. Are they seeing congestion or any abnormal behavior.
