adds one new emote sound collection for weh juice, and the first one has chat triggers now.

considering that "weh" is somewhat of a meme in SS14, it's my opinion that's it's best reserved to be limited to the plushie. Especially with the lack of emote cooldowns, this is very easily spammable in a very obnoxious way.
it's also not a sound people can make. it's just the plushie doing plushie things. |

About the PR
In this PR, we made it so lizards will be able to make a sound "weh" wherever they type these things in emote chat:
"weh"

"weh!"
"wehs"
"wehs."

"wehing"
"wehing."
"wehing!"
Why / Balance
As we all know, lizard plushie can weh. But lizard people cannot, and we decided it will be great for them to be able to.
Weh is important anyways.
