Release v1.2.5

❗Mandatory update❗

Everyone should update to this version before layer 35117.
This release enables hare3 on testnet networks and schedules the planned upgrade on the mainnet.
Starting at layer 35117 MainNet will start using hare3, which reduces total bandwidth requirements.
The network will have downtime if the majority of nodes don't upgrade before the scheduled layer.
Nodes who don't update in time, won't be able to participate in the protocol and will miss rewards.
