Session Idea: how does pubrules check the documents? Improvements?

Pubrules are used before publication to make sure documents are following certain rules.

Explaining existing rules:

Some of the rules are frequently asked or block publication, (if so, please comment below), so some explanation might be necessary.

Adding new rules:

The rules are not perfect and there can be some improvement.

1. Adding more id to the specific data, e.g.
   • this version link
   • mailing list link
   • ac-review questionnaire for PR
   • implementation/interoperability reports Improve detection of preliminary implementation/interoperability reports? w3c/specberus#39
   • feedback due date for CR

   This Candidate Recommendation is not expected to advance to Proposed Recommendation any earlier than 19 January 2021.

Some changes may need respec and bikeshed to change as well. So it's good if we can discuss them.
