CI: Build viewer/objectloader/shared prior to testing & building frontend, and load the pre-built artefacts #1466

Currently the viewer, objectloader, and shared packages are built each time for both testing and builiding frontend-2.

We should build these artefacts in advance, cache them, and the use the cached resource.

Bonus: caching between runs.

CI efficiency is not a priority at the moment
