As we discussed in
ros/rosdistro#15259 and https://discourse.ros.org/t/proposed-rename-of-rosdep-keys-pocketsphinx-and-xdot/1959,
the 'xdot' key name in rosdep rule is going to change, if your rosdep 'xdot' key in https://github.com/srv/srv_tools/blob/kinetic/launch_tools/package.xml#L18 intend to install 'python-rosdep', please change them to 'python-rosdep', if you're intend to install
