Support better migraiton from both NFT.storage and Web3.storage as we deprecate these services. Target tools being done by 6/30

Working on migration tool via console for web3.storage, building on the work done for NFT.Storage:

storacha/console#109

Still TODO:

  • Testing
  • Support for pinning service API
  • Support for /complete
