Need a marc_xml_serials driver

Another workflow we will need support for HathiTrust relates to serials. I assume this applies to serial metadata from other sources as well. In this case a record view is provided for the serial which has a marc record. We need to get the marc record and then pull all of the record ids (974 field) and build a record for each issue that reproduces the metadata in the record view but links to the issue. The link above, for example, should produce 16 records in DLME. Each of them would have the title al-Jinan (245 field), etc.
