Feature Overview

When drift is detected tfaction should support opening a PR automatically similar to the follow-up PRs that are created if apply fails.

Why is the feature needed?

In some cases running apply is enough to fix a drift. Right now this requires an empty commit to be pushed to be able to open a PR and add the target label to get tfaction to run.
