  1. swan-cern: Set services apiTokens statically 

    Instead of generating these three secrets every time there is a new
deployment of the swan-cern helm chart, they are made static in the
secrets file. This is to prevent ArgoCD from flagging swan applications
from being OutOfSync, when there are no changes (ArgoCD does this
because it runs helm template regularly, which generates different
values for these secrets every time it is run).
